Liskeard were forced to pull out of the league last season because of lack of players but have been reorganising off the field in recent weeks.
There are no unexpected surprises in the divisions lists, with all the Premier League and County Division One clubs having achieved ECB Clubmark by the October 31 deadline and fielding sufficient youth teams in 2018.
The Premier League has been reduced from 11 to 10 teams. Camborne were relegated with no team promoted.
A third team had to be relegated from County Division One, with Newquay joining Roche and St Erme in Division Two East. They are replaced by Ludgvan and St Austell seconds.
Further down the divisions restructuring has taken place as divisions four and five have been reduced to 10 teams from 12 teams.
The other promotions and relegations in the east are:
Division Two: Wadebridge 2 and Saltash Town promoted; Boconnoc, Callington 2, Newquay 2 and St Blazey relegated.
Division Three: Launceston 2 and Bude 2 promoted; Gorran 2, Duloe and Werrington 3 relegated.
Division Four: Buckland Monarchorum and Saltash St Stephens promoted; St Erme 2, Milton Abbot, Pencarrow, Menheniot Looe 2 and Newquay 3 relegated.
Division Five: St Neot 2 and South Petherwin 2 promoted; Gunnislake, Tintagel 2, Ladock 2, Launceston 3, St Stephen and Werrington 4 relegated.
The remaining 34 teams in divisions six and seven have been restructured into division six east, central and west.
Perranarworthal 3, St Minver 2 and St Stephen 2 have rejoined the league.
The season starts on Saturday, April 20 for the Premier League and tiers one and two. Tier three (Divisions 4, 5 & 6) will start on Saturday, May 4.
