The teams will address the offending behaviour of young people through a number of new provisions which will include parenting orders; final warnings; reparation orders; action plans and supervision orders and detention and training orders. They will also have the potential to involve direct reparation with the victim.
The multi-agency teams will also include representation from social services, education, health and probation. They should be up and running by 1 April 2000.
The Devon and Cornwall police authority, which will meet today (Friday) at police headquarters at Exeter's Middlemoor, will hear that in total nine police constables will need to be seconded to youth offending duties. There will also be a pooled budget which will pay for the cost of administration support, premises and training etc. In the first full financial year of 2000-2001 the projected police contribution to this budget will total around £290,000. The necessary finance will be part-funded by a variety of contributions from the Youth Justice Board, which will then reduce in 2001/2 and disappear in 2002/3. Agencies' contributions will therefore rise over the next three years by around £500,000 to compensate for the reduction in central funding.
