Phone boxes in towns and villages in South East Cornwall are under threat.
Many of the 180 kiosks on a Cornwall-wide list have had no calls made from them in the past 12 months.
Traditional red phone boxes and newer models could be removed by BT. A consultation will run until November 16.
Cornwall Council has to give its permission for the removal of any public payphone where there is no other box within 400 metres.
