The 'conditions' led to the building unnecessarily being lowered.
Councillors were told Optical Services (UK) Ltd received planning approval last December. Revised proposals were then called for involving car parking and the need for landscaping along the rear and side of the site.
But when the plans were later given the final go-ahead they called for a reduction of levels by four feet. It wasn't until the firm began dealing with drainage works they queried requirements for lowering factory - and were told by Caradon the planners had not intended to demand the reduction of building levels. A mistake in interpretation had occurred.
The planning sub committee was told nothing can now be done, as the construction has got underway.
