Families on a Torpoint estate say their children are being stopped from playing on land near their houses because of council fears someone will get hurt.
Parents made a rope swing for youngsters to use, but Cornwall Council officials have twice cut down the swing, which has been attached to a tree near Trelawney Rise, because it is worried it could be sued if a child gets injured on council property.
Residents in the area say they are trying to create a sense of community and get children out in the fresh air rather than inside playing on video games.
