At the Annual General Meeting of the Jolly's Drinks Cornwall Cricket League, held at Truro, clubs decided to reject proposals to make changes to the rules regarding professionals.

This follows a year of much discussion and debate from which the general consensus was that the present rule, that only one play may be paid or receive any benefits in kind, proves to be extremely difficult to police. The League Management Committee put up a couple of proposals to either have a completely 'open house' or limit teams to one overseas player with an 'open house' for others. Following the decision to retain the status quo League President Col Ronnie Potts, who chaired the AGM, stated that in future any accusations to the League of alleged illegal payments would need to be supported by some form of evidence.

Proposals that did find favour at the meeting were that a player who was not available to play on a Saturday due to a playing commitment to a league side outside of the County will not be eligible to play in rearranged Sunday games. It was emphasised that players returning to clubs after college etc. would not be affected as they would become eligible after playing a Saturday game in the County. Also in future no club will be allowed to enter more than four teams in the league and the four foot danger zone bowling rule will be extended to five foot to fall in line with other competitions and Minor County Cricket.

In his report League Secretary Michael Evans made particular reference to the most valuable sponsorship of the Jolly's Drinks Group and also Clive Rosevear Insurance and Cornwall Trophies for supporting the Hawkey and Vinter Cup competitions. St Buryan won County Division One for the first time with Helston runners-up. He also started that the Grounds Committee have been instructed by the Management Committee to ensure that there is a basic standard of ground and facilities throughout the league. Any defaulters face demotion and even expulsion from the league. The 2000 season should see 81 clubs fielding 171 teams in the 15 divisions.

It was also confirmed at the meeting that the Wickham Wines Knock Out Cup will not take place this year following three successive seasons when the final has been unable to take place due to rearranged league games. The Complementary Cup for teams in Division Four and below will continue however with the possibility of an increased prize structure.

The League Officers were all re-elected President Col R Potts, Chairman K Davis, Vice-Chairman J Vatcha, Hon. Secretary M Evans, Hon. Treasurer J Spry, Wickham Wines Complementary Cup Secretary T Miller, Hon. Auditor B Davey.

Truro were presented with the Bradley Trophy for the highest County Division One batting average and St Buryan with the Littlejohns Trophy for the lowest bowling average. Foxhole won a draw an autographed bat donated by Dukos, suppliers of cricket balls to the league.
