A fresh attempt to obtain planning permission for a flood-threatened property in Looe was due to be decided by Caradon councillors yesterday. A previous application for consent to change the use of the former library building at Seafront Court on The Quayside at East Looe was withdrawn after objections were raised to its use as a residence on the grounds that it is within a high-risk flood zone. It was argued that access to and from the building would be difficult in the event of a flood. Revised plans have been submitted to Caradon by the applicants for the change of use of the former library at first floor level to provide two residential units, but planning officers recommended refusal on the grounds that the proposal would result in the change from a less vulnerable use to one that would be more at risk from flooding.
