Welcome to the 1999 - 2000 programme of courses for adults in Caradon.

As usual, we offer you a wide range of courses, available locally throughout the year. Except in the case of some examination courses, where support funding by the Further Education Funding Council has been withdrawn, tuition fees have not increased this year and they continue to provide excellent value for money. There are plenty of opportunities to gain valuable qualifications and skills as well as to take up more leisure based activities, which can be equally rewarding. We hope that you will be tempted to join one or more of the courses offered and will enjoy your learning in a friendly and supportive atmosphere.

THE CENTRE RESERVES THE RIGHT to withdraw a course, to change the venue, to close or combine classes if enrolments or attendances are inadequate and to refuse a student admission in exceptional circumstances.

FEES FOR COURSES - Details of fees are given with individual course details. Payment by termly instalment is only permitted if quoted in course details.

MATERIALS FOR COURSES - Students are expected to provide their own books and materials; course tutors will advise. Fees for Examination/Vocational courses include a supplement to offset the cost of equipment/photocopies etc. used during the course.

ATTENDANCE - In order to benefit fully from a course, students are expected to attend classes regularly.

TRANSPORT DIFFICULTIES - If you would like to attend one of the advertised courses but have transport problems, please telephone the Office - 01579 345384 - as soon as possible after 23 August and we will try to put you in touch with someone who may be able to offer you a lift.

LOSS OF AND DAMAGE TO PROPERTY - the Local Education Authority cannot accept responsibility for personal property lost, stolen or damaged on premises where classes are held.

SMOKING - students are reminded that smoking is NOT allowed on County Council premises.

In order to protect floors, students are requested to wear SUITABLE FOOTWEAR when attending classes on school premises.

Students are requested NOT to bring MOBILE TELEPHONES to classes.

DISABLED STUDENTS - the Centre has a 'Disability Statement' and any student who would like to receive a copy should apply to the Office in writing or by telephone - 01579 345384.

COMMENTS AND COMPLAINTS

A copy of the Cornwall County Council Complaints Procedure is available on request, but we do our best to exceed the requirements of this scheme.

TASTER SESSIONS - Where indicated in individual course details, free taster sessions will be available for 'new' students to find out more about a course before joining. They are not intended for students who have attended a similar course in previous years.

ENROLMENT

The minimum age for enrolment is normally 14. School pupils in Years 10 and 11 are welcome, provided they obtain written permission from their Head of Year/Head Teacher. There is no upper age limit.

'ENROL BY' DATES - If a course has an 'Enrol by' date, please ensure that your enrolment reaches the Office as early as possible. Courses which have insufficient numbers enrolled by the stated date will automatically be cancelled and no late applications will be accepted.

Many courses are filled very quickly - particularly computer courses - if you know you want to enrol for a course, do it NOW and avoid disappointment.

YOU CAN ENROL

1 BY POST - STRONGLY RECOMMENDED - commences on 23 August. Enrolments received before this date will be filed, strictly in date order of receipt, and dealt with when the Office re-opens. Details of how to enrol by post can be found on the back of the enrolment forms in the centre of this booklet. Payment should always accompany enrolment forms.

2 BY TELEPHONE (using credit/debit card) see below

3 IN PERSON, AT LAITY HOUSE, LISKEARD - for office opening hours, see above

4 AT THE FIRST CLASS - PROVIDED VACANCIES STILL EXIST. You are advised to telephone the Liskeard Office, ideally at least 24 hours before the class is due to commence, to check whether the course is running and, if so, whether there are places available.

b Cheque or Postal Order - payable to Cornwall

County Council - please enclose with your

enrolment form.

c Cash - for personal enrolment only; please do not

send cash through the post.

PAYMENT BY INSTALMENT - For courses where payment by instalments (termly) is permitted, this will be indicated in the course details. Students will be reminded when fees for the subsequent term are due and be given an 'Enrol by' date. At that time, the Centre reserves the right to offer the places of any existing students who have not re-enrolled to those who may be on waiting lists, or to close any classes with insufficient numbers to continue.

LATE ENROLMENTS - students who join a course after the second week will be charged a pro-rata fee. We regret that no credit can be given for occasional weeks missed for reasons of holiday, short-term ill health, shift work, etc.

Any student who has genuine difficulty in paying fees should contact the Office (01579 345384) as soon as possible after 23 August.

PLEASE NOTE

ACKNOWLEDGEMENT OF RECEIPT OF YOUR APPLICATION/CONFIRMATION OF ACCEPTANCE ON A COURSE/YOUR RECEIPT FOR YOUR FEE will be posted to you only if you enclose a STAMPED ADDRESSED ENVELOPE with your application. Otherwise you will only be contacted if the course is already full or there is some other query and you will receive your receipt at the first class.

CONCESSIONARY FEES

The Cornwall Education Committee each year allocates a fixed sum of money to Adult Education Centres to enable them to subsidise the fees of students who are within the categories described below. The money available for this purpose is limited and therefore there can be no guarantee that all students who are eligible for a Concessionary fee will be able to pay the Concessionary rate. Concessionary fees will be allocated on a 'first come, first served' basis; once all the money available to the Centre for Concessionary fees has been used no more students will be enrolled at the Concessionary rate of fees.

FOR COURSES FUNDED BY THE FURTHER EDUCATION FUNDING COUNCIL - COURSE CODE BEGINS WITH A '2' - Concessionary rates are available to those who are in receipt of one of the following means-tested benefits or are in the age groups listed:-

1 Over 60 on 31 August 1999 and not in paid employ ment (Category B)

2 Under 19 on 31 August 1999 (Category C)

3 Income Support (Category C)

4 Income-related JSA (Category C)

5 Family Credit (Category C)

6 Disability Working Allowance (Category C)

7 Housing Benefit (Category C)

8 Council Tax Benefit (Category C)

9 Unwaged dependants of person

in receipt of benefit under 3-8) (Category C)

FOR OTHER COURSES - we are able to allow Concessionary fees for those who are in receipt of certain other benefits which may not be means tested, as well as those listed above. For more information please telephone the Office 01579 345384.

NB ALL STUDENTS CLAIMING THE CONCESSIONARY RATE FOR ANY COURSE MUST:

a enclose a copy of their 'Notice of Entitlement'

from the Benefits Agency (Categories 3-6) or

'Letter of Entitlement' from the Local Council

(Categories 7 and 8). Those claiming under

9 must indicate the category on the enrolment

form and provide a copy of the relevant

'Notice/Letter of Entitlement'. (We regret that

those who receive a reduction in Council Tax

because they live alone are not eligible to

claim the Concessionary Rate unless they

qualify under one of the other categories

listed.)

b inform the Liskeard Office if their circumstances

change during the course.

Where one fee level only is quoted for a course, we regret that no Concessionary fee is available.

REFUND OF FEES

A full refund of fees will be given where an advertised class does not start, or closes after one session.

Other refunds will only be granted upon receipt of a medical doctor's letter to say that the student is unable to continue the course. We regret that no credit can be given for occasional weeks missed for reasons of holiday, short-term ill health, shift work etc.

Students requesting a refund must make written application to Mrs G Batey, The Adult Education Office, Laity House, Higher Lux Street, Liskeard, PL14 3DJ, stating the reasons. If approved by the Secretary for Education, the refund will be pro-rata, calculated from the date on which the written request is received in the Office, and an administration charge will be deducted of £2.00 or 10% of the original total fee paid, whichever is the greater. Applications for such refunds for any courses MUST be made before the end of the course.

Where tuition fees have been paid by cheque or cash, applications for refunds, including closed classes, are processed through County Hall and there is normally a delay of 3-4 weeks before the student is reimbursed. All refunds to students who have paid by credit/debit card will be made via the credit/debit card company.

DATA PROTECTION

Personal Information

Information provided by students when enrolling for courses will be held on a computerised database. For students enrolling on Schedule 2 courses (course code begins with a '2') this information will be passed on to the Further Education Funding Council. Otherwise, it will not be released to any agency outside Cornwall County Council. Due to audit requirements, enrolment forms will be retained in secure storage at Laity House, Liskeard for a period of seven years after which they will be destroyed by shredding.
