Seaton is one of five areas in the South West which has failed to meet the minimum bathing water standard.
More than 97 per cent of sites passed the minimum standard with just this one site in Cornwall falling short.
Four other South West sites did not reach the minimum standard: Seaton, Mothecombe and Instow in Devon, and Lyme Regis (Church) in Dorset.
