ALTERATIONS to the masterplan for the contentious residential development at Pillmere, Saltash, have come under the spotlight.
The alterations, which include a different estate road layout, detail of disposal of surface water from the site, and some changes to play/amenity areas, were to be discussed by Caradon councillors last night.
The application for a variation of a planning condition was put forward by Cofton Ltd, Barratt, Wimpey and Persimmon Homes Ltd. In their report officers said since the original outline planning permissions were granted ownership of the land, off Callington Road, has changed. The new landowners want to refine the masterplan following their own assessment of the most appropriate way of developing the site.
They have put forward a circular road route which is thought more able to take into account the variety of gradients on the site, and have applied to enhance the size of the play area at the site's high point - although redistributing some areas of amenity land. A group play area for youngsters aged six to 11 would have been lost, but has now been reintroduced following negotiations.
Further details of the alignment of the footpath/cycleway routes were due to be given at the meeting, but there has already been considerable discussion regarding disposal of surface water from the site. Officers have recommended approval of the alterations, subject to conditions. Objectors cite concerns over loss of trees, lack of infrastructure to serve the development, the impact of flooding on wildlife and lack of a footbridge across the A38.
