FLOOD risk and drainage issues have been ‘fully addressed’ in a project to build more houses, says a landowner.
A planning application to create 19 houses on land off the A388 at St Ann’s Chapel north of Prospect House has been submitted by agent Cleave Design.
A proposal put forward in 2016 for 22 houses on the same site was refused by Cornwall Council, with the authority saying the scale, design and layout of the development would have a negative impact on the landscape character of the area, that the affordable housing element was ‘clustered together’ in one part of the plot, and that the proposal would increase the risk of flooding from surface water to existing residential properties nearby.
In the current application, the agent acknowledges that flood risk in St Ann’s Chapel has been ‘much in the spotlight’ and says that drainage from the site has been fully assessed, and that a full engineering solution forms part of the application.
The need for bungalows for local people with reduced mobility has been taken on board, states the application, and the scheme has been amended, following advice, to include five single-storey houses.
The development would include six affordable homes, and these have now been ‘fully integrated into the layout’, after the earlier refusal.
A new access road to the site is proposed directly off the main road, and visibility at the junction is designed to exceed requirements, says Cleave Design.
The application documents state: ‘The site is a rounding off development with good accessibility and represents a logical growth for the area, fulfilling a contribution toward housing need in a sustainable location.’
