Further discussions are needed with traders before a £145,000 road improvement scheme can be finalised.
Plans for Callington town centre, which would be funded by money Tesco had to provide as part of its planning application, went to public consultation last month.
The scheme would include a one-way system along Well Street, Tanyard Land, Church Street and Fore Street which would provide room for wider footways and more kerbside parking and loading bays.
It would also see new traffic lights, with controlled pedestrian crossings, at the junction of Saltash Road and Tavistock Road at the far end of Fore Street, which would be pedestrianised.
Response from traders in the town has been 'less positive' than the wider community according to Callington Town Council.
According to the council only 22 per cent of the traders who responded to the consultation supported the scheme, with many concerned that a one-way system within Callington would damage their business.
In its latest newsletter the council said: 'It is evident that the support which exists across the community as a whole is not shared by local shopkeepers and other traders. Therefore, further engagement with traders will be sought before any decisions are made.'
