Fowler's early morning wake-up call hasn't been appreciated by some residents in the rural Cornish village of Pensilva and complaints have been made to the local authority on more than one occasion. His owner, Carol Raines, 48, received a warning from Cornwall Council in October 2009 stating she could be fined up to £5,000 and a further £200 for each day on which the offence continues thereafter, if Fowler doesn't pipe down.
