CARADON planners' refusal of a controversial plan to build 13 flats with 16 garages on land at Goonwartha Road, West Looe, has led to an appeal against the decision, lodged by Mr R Kilsby. The reason for Caradon's decision was that the proposed building, because of its design and excessive scale, would appear out of keeping with existing development and be detrimental to the character and appearance of the street scene.
