The controversial council tax reductions on second homes in the Duchy is to stay, despite efforts by the district council to make owners pay the same as resident property owners.

In December Caradon protested to the Government about the effect on its revenues of the 50 per cent reduction enjoyed by owners of holiday homes.

Cllr Hugh Francis raised the matter at a finance meeting saying that he felt such properties could well bear the full rate and match the cost to residents.

Members agreed to ask the Government for a change of policy but have been turned down by DETR Minister Hilary Armstrong.

The Minister has written to Caradon saying that there are no plans to change the council tax on second homes during the course of this Parliament. The letter added that the Government's first priority is the raising of council service standards and more accountability through "best value" policies and new democratic structures.
