PROPOSALS that could bring over 130 new homes to the clay country have been submitted to Cornwall Council.

A plan for 110 houses in St Dennis has been sent for consideration before a full planning application is lodged later this year.

Applicant Stefan Klimek, of LPD (SW) Ltd, is at the pre-application/masterplanning stage of a development of the properties on land at Carne Hill, together with associated access, public open space, green infrastructure, biodiversity enhancement, sustainable drainage infrastructure and other associated works.

Technical investigations are under way on the 3.3-hectare site and an indicative layout is being developed in response to survey results and consultee feedback, including parish council and public consultation.

The pre-app states: “We seek early strategic advice on the principle, scale and density of development; scope and validation requirements for an outline application, with all matters reserved, to include advice regarding highways/access, drainage/SuDS, heritage/archaeology, affordable housing/S106 obligations and public open space requirements.

“As the indicative layout develops, we would seek further coordinated review of the masterplan/design, including trees, ecology/BNG and ground investigation. We would also expect the consultees involved at the initial stage to be re-engaged to review the emerging proposal and confirm how their earlier advice has been addressed.

“We are targeting submission in early December 2026 and would welcome early confirmation of any matters that must be resolved pre-submission and those that could reasonably be secured by condition.”

Meanwhile, a planning pre-application has been received seeking advice for a proposed development of 21 properties in Roche, on land adjacent to Karrek View and Trezaise Road.

The homes would be a mix of two, three and four bedroom dwellings. The detailed tenure and affordable housing mix will be informed by planning policy, housing requirements and pre-application advice as will the storey heights and dimensions.

A supporting statement said: “The objective will be to achieve a coherent residential scale that relates appropriately to the adjoining development and avoids unnecessary visual dominance.”
