I refer to the letter from Andrew Lockett (28 January), 'Long Standing Problem' in Cornwall cricket.

The Management Committee of the Cornwall Cricket League, of which he was so critical, whilst having sympathy with some of his sentiments, was astonished at the audacity of some of his comments. Please note, here is the Secretary of a Cornwall League Club, thoroughly familiar with both the rules and the modus operandi of the League, pursuing his particular cause-celebre (which may well have merit), by writing to a local paper and the English Cricket Board.

He knows full well, but for some reason chooses to ignore, that after months of consultation and deliberation, it was the same Management Committee which he believes does not have the 'energy, motivation or capability', that put forward to the League AGM, the detailed, 'sound proposal' to which he refers. Had it been carried, it would have removed many of the concerns surrounding the whole question of player registration.

Unfortunately, the proposals were defeated by the member Clubs, using the democratic voting system required by the Rules. This is the process under which, for good or ill, the Management Committee has to manage and administer the League and by which, the same Rules may be changed.

What was conspicuous, but by its absence, was any proposal to the AGM from Mr Lockett's Club to amend the rule upon which he exercises so much time and energy - for the Committee is not unfamiliar with his views on this issue. Perhaps it is easier to carp and snipe, than it is to stand up and through debate, persuade and convince Clubs to adopt changes to the rules on qualification and registration, something the Committee, thus far, has been unable to achieve.
