ANGRY councillors have vowed to appeal to the High Court after permission was granted to allow a massage parlour in their town. Caradon District Council unanimously refused Mark Evens' proposal for a massage parlour last September but this week he won an appeal and now has authorisation to change his tattoo business in Higher Lux Street, Liskeard, into a massage parlour and escort agency. 'I am absolutely shocked,' said Roger Jones, one of 11 Caradon councillors who refused the proposal. 'The council prides itself on the fact that most of the decisions it makes are upheld.' The application was originally refused because of possible increases in traffic, noise and anti-social behaviour. The new ruling, which has infuriated residents of Higher Lux Street, was made by an independent adjudicator appointed by the Government. He claims to see no reason why the massage parlour should generate significant noise or disturbance. He adds that, while some residents are concerned about the suitability of the business, he cannot refuse on moral grounds. Jeremy Frewer, who owns the Nebula Hotel next to Mr Evens' business, said: 'I sometimes wonder what the hell is the point of the planning process if an undemocratic decision like this can be arbitrarily foisted on the silent majority.' Resident David Berry blamed Caradon Council for allowing its verdict to be overpowered and has called for action to be taken. He said: 'The councillors have let this sneak in under their noses and have let the town and residents down.' Caradon is now looking at the possibility of a judicial review. Cllr Jones said: 'Caradon has six weeks to make an application to the High Court and I will move heaven and earth to make sure it happens.' Mark Evens was unavailable for comment.
